
On the 18th of Dec 25 the European Parliament confirmed a one-year postponement of the implementation to the EU Deforestation Regulation (EUDR), and a key amendment, the removal of Chapter 49, meaning that books are now officially out of scope of EUDR. This is a major win for publishers, book printers and the wider supply chain, removing an unworkable regulatory burden and restoring certainty to the production and distribution of books across Europe.
Note – items such as notebooks and stationery items remain in scope.
The message from our sector was clear: We are fully committed to sustainability and responsible sourcing, but regulation must be proportionate and workable. We are pleased that this has been recognised at European level. We thank the leadership shown by BIC and the BPIF working with Intergraf, alongside publishers, printers and booksellers, to clearly and credibly demonstrate why books were not an appropriate target for EUDR. We will continue to stay abreast of any relevant developments to this legislation during 2026.
